是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

2 P$ H, i7 f: Y8 _+ VU-turns are not permitted in urban areas in the following situations:
! l6 x6 c9 U3 \" k8 R' Q/ WOn a roadway between intersections.
Where a sign prohibits making a U-turn.
5 \! H( [# x. d2 A+ RAt an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
