out of province inspection and modification

I have an United States vehicle and need to have out of country and out of province inspection, and some modifications. I went to Ford Dealer, and they told me that the modification of daytime running lights need to around CAD 600.
+ L" [" W, }  m$ JDoes someone recommend a good and cheaper place to such modification?

% Z6 o, M/ r9 t  x$ W; M% ^8 k" O* j( XAnother question: Could someone recommend a good Ford Dealer or other shop that can do good mechanic job and also the price is much more reasonable?
