lowest rate cell phone for just in case

Ever heard of Virgin mobile.
& [0 o: o7 n* m( W  `  S& x* ]I personally have no big use for cell phone but a friend of mine told me I should have one on highway. Virgin cell offers 15 minutes that last three months.
6 V5 ~/ @# O8 W. t- M" \Anybody used it or know how much is that 15 minutes?
