on the issues that matter. Prime Minister Harper and I have been clear
, e3 h( m- m* B% @- l/ Ythat we cannot support imposing a UBB business model on wholesale Internet) P( C& V0 V! I6 r

* m/ |: c. A, S* h8 Tan increasingly important part of everyday life—including driving) k7 l0 v0 Y# s: A: e& u7 I
innovation, commerce and social interaction. As the government develops
: |/ w0 n. O D2 \ A% X: N7 nCanada’s first comprehensive Digital Economy Strategy, we need to look
. f* P# ]5 F# Z* |6 h6 E+ Jcarefully at how issues like UBB affect the big picture. We will be9 E, |8 G/ O/ W/ e6 E) s
guided by our long-standing policies of encouraging competition and0 ]. W! ]0 ~& \7 A8 s1 _
investment, increasing consumer choice, minimizing regulation and allowing0 `* V" n8 K2 H. ~# f: y
market forces to prevail. , j; C9 ~' g6 K
W% k1 b) i2 i! ~The Canadian Radio-television and Telecommunications Commission (CRTC) has$ a& U" S. U% y0 O1 h. d8 I
chosen to examine these concerns that the government shares with a large. g4 G2 R# T5 V$ R+ ?- u" w% w
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages: a) o0 e# e8 c1 J9 Z
competition among internet service providers. I will be recommending that
, u( q6 B" Y n" [) r* \4 iany decision counter to these foundational principles be reversed.
