who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

' y& u7 |9 l- n: m) a: T. l" C1 Y•be found admissible to Canada; and
$ o4 v  J" V( k$ x•meet certain other conditions
7 z; U0 A' u. h% B3 F2 z没有明确提到是给已经申请移民的人。
