who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

% B! e. w: \. n* h( J! H/ |# w. H•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
•meet certain other conditions
没有明确提到是给已经申请移民的人。
