who  can apply，  说
9 n8 L9 S  o  `7 mTo apply for the Parent and Grandparent Super Visa, you must:

•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
( @3 X: J  @9 V7 g4 g1 G•meet certain other conditions
没有明确提到是给已经申请移民的人。
