疑问 parking ticket 是谁都能开的吗？

有个疑问上来问问，一般路边乱停车什么的，收到罚单都是city开出来了。 那有时在饭店或别人家公寓楼里收到停车罚单。。。 这个如何看待？ 是不是他们向city申请过，有开罚单的权利，还是谁谁谁，只要你停在他所拥有的地上，他都能开呢？

如果你停到了别人的普若普特爱上，恰好被对方看见，他们打电话，就会有人来开单子。

There is city parking enforcement, which you have to pay the fine to the city. The other type is called private parking enforcement, usually utilized by commercial companies, condos and universities. Anyone authorized by the private party can become a bylaw parking officer, you just need to attend some courses and take a test.

如果是私人机构的罚单，你可以选择不交钱，但是下次你在趴在他们的停车场，他们可以把你的车拖走
