想买辆二手车，本人是外省的驾照，需要什么手续呢？怎么上牌照？可以在买车的地方直接上牌照和买保险吗？

先买车, 然后去上保险, 然后拿着保险去办牌照. 办理好牌照就可以开车了.

2. 保险,网上搜汽车保险,打电话去问,用信用卡付钱的话,电话就可以了,不用去见面.
3.  办好保险以后,去下面任意一个地方去办牌照

so when you buy a second hand car from a private seller, here's what you're suppose to do

- pay for the car
- obtain a bill of sale from the seller
- take the bill of sale to a local registry to register the car under your name
/ p) t% z  t, ^4 o& @- obtain a new license plate
- call up an auto insurance company and add the vehicle to the policy
# q! z+ w1 Y1 @9 l% r- go back to the seller with your licence plate, put it on and then drive it home.
