为什么要没收国内的驾照呢？

看到的帖子都说，在申领Class 5驾照时，国内的驾照是要上缴的！
可是为什么啊？
$ S" ?* ]9 d  k5 W: z. @1 f( Q/ s要是上缴了中国驾照，回国怎么办呢？
不合理！需要据理力争！

ONly Class 5 Advance Level required 国内的驾上缴.  If you do not apply for the waive of Probation of 1 year before take Class 5 lower you do not need to 上缴.

这样一来, 是不用上缴， 但是， 同时持有两本有效驾照， 听说是违法的，  尽管有很多人都这么做。
