do I have to apply city permit for relocating the door?

3 @/ c: L  l# }3 Q! ~( {; t# Odoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
