do I have to apply city permit for relocating the door?

Hi,
5 s3 I( l' |8 ^, ?4 H1 N& wdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
