do I have to apply city permit for relocating the door?

1 z0 f* M6 H7 r3 M8 x/ V) e7 Ldoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
