To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.; V( _5 \5 b9 K- ?* D' G
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.

Saying "who who who from the edmontonchia said I don't need one" is not good enough, showing the email from ESRD will be more effective.
