Tax hikes on the way for 2009, Edmonton council warns

As property tax bills land in mailboxes throughout Edmonton, city council is already warning that next year's bills will be at least nine per cent higher.

A city report released Wednesday estimates municipal taxes will need to be raised by at least 9.4 per cent to help cover the costs of running the booming city.

Coun. Kim Krushell said the nine per cent increase is needed just to maintain existing services, without accounting for population growth or new projects.

"This is … just maintaining existing levels. These are no extra frills. This is where we need to start," she explained.

But Coun. Tony Caterina said he worries a double-digit increase might be necessary to keep things running, as the city continues to expand and grow.

Property taxes for 2008 were boosted on average by 7.5 per cent.

Coun. Don Iveson said even a nine per cent jump is "harsh," and he worries how the public will take the news.

"I'm curious as to whether administration has a strategy for communicating to citizens that we are not lighting their money on fire," he said. "We are using it to do precisely the things they are demanding, and we're still short."

Caterina agreed, saying council needs to have a communications plan in place to prepare the public for the bad news.

"I think that's also important to get out to the public, these are our priorities. These are the other things that we might want to do. Are you willing to pay for it, or are you willing to wait?" he said.

"I think we have to communicate that very, very soon in the process, up front. That there's a choice to be made, and there's a price to pay."

He said he hopes taxpayers will understand the difference between want and need.

The 2009 budget debate begins this fall.

Edmonton homeowners could face a tax increase of 10.5 per cent next year, or $207 on a typical $400,000 property, according to preliminary budget numbers released Monday by the City of Edmonton.8 |( q( a+ D- E+ g/ i5 t. Y

Higher wage, construction and fuel costs, as well as the instability in U.S. financial markets, which are affecting the city's investments, are hitting city coffers hard.

This proposed increase, which is a starting point for councillors to debate over the next couple of months, covers only current service levels.

The numbers alarm Edmonton Mayor Stephen Mandel, who said the budget doesn't yet include proposals for additional expenditures.

"This is entirely too much … an increase, because remember, we have not had any of the police increases included in this, or the library or any[thing] council might want to put into it. I think it's way too much money," Mandel said.

Of the proposed tax increase, 8.9 per cent would be used to cover cost escalations due to increased fuel costs, wage and salary settlements, as well as debt servicing for construction projects like the Southwest Recreation Centre, the Quesnell/Whitemud Bridge and the Epcor tunnel.

A slowdown in homebuilding is also having an effect. Fewer development and building permits mean the city will earn $3 million less in 2009.

City manager Al Maurer said his staff will bring more information about the potential effects of the markets to budget sessions that start next week.

当年房价涨的时候，税没有跟着涨啊。
其实税不算高，比起15年前，房价涨了150%，税也就涨了20%.

新建房的地税能支持它自身的道路就不错了，对于既有的房屋没有增加任何税源。

这不是固定的。而是每年政府订出要收多少税，再按估值按照比例摊下去。所以这个比例是浮动的。
上一年估值大增，但比例下降了，约为0.6%，算比较低的。在美国，1%~3%都比较普遍。尤其是德州，很少有低于2%的地区。

一般来说，地税比例越高，房价相对就合理。地税越低，地产泡沫就越大。地税高意味着当政集团鼓励新陈代谢，让老年人不得不逐渐房子大换小，而使年轻人起步容易。地税低代表老年人势力大，社会既得利益架构不容动摇。
