请问版主可以给会员一下子减40分吗?

还有,为什么一般会员必须发一定的字数才可以发帖子,而有的版主发个两三个字就可以发帖子?难道版主有特权?

是的，版主有特权。版主有特权都没多少人愿意干，要是没特权就更没人愿意干了。
