请高人指点，听广播说Skilled Worker VISA 会下降20%，不知道是否说明CEC类移民也会下降。

I'm not an expert. But I think it really depends on different cases and luck. But as far as I know, Canadian government is doing some researches on skilled immigrants, esp. recently. But obviously, the English requirement is highter than before. And your occupational background and work experience are counted as well.
