who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;

( T) T- ]( M" f+ q: h•meet certain other conditions
6 D* S: Y" m, F0 S7 K! ^1 A没有明确提到是给已经申请移民的人。
