(c) where a person is the registered owner of a motor vehicle,

(i) to drive the motor vehicle on a highway, or

unless the motor vehicle is an insured motor vehicle;

& Z" [6 t( t+ g5 [3 mresponsibility card or a copy of it. H/ ~" }* S# u c) g. z$ v
to a person not entitled to have that financial: Z9 |! t# j v, t9 n9 J- E

If a person drives or has a motor vehicle on a highway# ?$ [! }: N* ^+ W- p

the vehicle, that person is deemed for the purposes of subsection

& c& q" j8 o7 T(1) or section 52(1)(h) or 167(8) is liable,

and not more than $10 000 and in default of payment to
