May be is the rough in for future solar enegry panel on the roof, that's why it is near the electrical panel. I have similar one in my basement and indicated as solar rough in on my blue print.

then your house must be a recent one, my builder didn't come out this solar idea when they build my house. thanks.

the latest update, just confirmed with builder (i didn't expect their reply though):

8 i/ L% V, M& V2 D. da conduit to the attic. can be run wire for a satellite dish or solar panels.
