关于税表中的"basic personal amount"

在FEDERAL TAX表中, 在federal non-re-fundable tax credit下面, 有一行"basic personal amount         claim  $8839", 报税的软件直接将这个数值填写在本行后面的空格上. 这是什么意思? 我去年根本没收入啊, 为什么还要CLAIM$8839? 请教!谢谢!

this is the credit you can claim. ---the more the better.

i.e. if your annual income is lower than 8839$, you don't have to pay anything to the government. If you paid, all of them will be returned.
