JOB SUMMARY:  The Chief Returning Officer reports to the President of  # F# u. F% @, d0 J; ~# A8 z, b; l
the Students' Union and oversees all electoral logistics as per Bylaw  % C  Z1 R7 s$ |$ E; ~5 S' `
2000.  The Chief Returning Officer shall be recommended to Students'  ) G7 A/ y* v7 H9 `
Council in the manner set out in the Council Administration Committee  % f& o) B0 D5 J: h
Standing Orders by April 15 and serve from May 1 to April 30 of the  
& Q4 X1 G$ I+ t4 ~! C) qyear following their appointment.# k1 D- x0 z) r5 T

, M  l2 [! o  c6 u1) To run the elections as per Bylaws 2000

( H6 x' H, k6 o. f) V# h2) To run referenda/plebiscites as per Bylaw 2000.4 i0 }/ @% D2 s
8 ^+ ^+ x# T2 @& t5 _
3) To choose the Deputy Returning Officer(s) and assign their duties.
& N$ k1 C& X9 ?5 w$ ?* z; G# @2 H+ _9 k, l& y# V
4) To organize polls during elections/referenda, including appointing  
$ r4 M, E! f- Xadequate poll staff and situating polls at appropriate locations  $ u1 g1 Z4 b% Z. p- @
across campus, and advertising the poll locations.! A6 M2 Q- X2 X. h! e% n* u
% x6 T9 u  N  G
5) To oversee the physical count of the ballots during elections/
$ _3 _7 a8 h4 oreferenda.
, m0 E2 ]) y) U3 u( T4 ]% k
/ A9 H  m) e& S6 n4 I& ]6) To report the result of an election/referendum to the appropriate  ) ^" p/ ?' k. w1 V- _& ~% v
parties.

7) To facilitate classroom speaking arrangements during an election/ 9 v4 l1 z4 i- P- K# d3 F
referendum.

To enforce budgetary regulations as stipulated in the Elections  
2 g; W: U' r; q( GBylaw 2000.

10) To be available to all parties during elections/referenda for a  8 Y- Y7 a. M: o
minimum of four (4) working hours a day, between Monday to Friday,  1 w& H6 z- [- y  F) A
from the first working day after nominations close until the last day  
: B# \5 `+ ]" K  I! b- A. lof voting.  These hours are to be posted in advance.. P; Z: X: ^6 q' X! b, P

% ^0 `# d% |: \11) To act as the arbitrator in any dispute which may arise during  
; W2 _& [3 [. E5 ~5 ^the course of an election/referendum.

/ v3 q3 U0 g! k" i) E7 o12) To ensure that a cost effective and accurate ballot counting  
8 k$ _& L- ]: Y  i* |process is in place.

4 ^' f, e2 ?, `  q  v13) To submit to Students' Council, prior to April 30, a final report  
! o, j6 H! q; a# a2 Q: c5 h. V1 ~of activities and recommendations.* e6 [  e) ]) D( ~. o5 b8 I5 x

14) To organize a minimum of one (1) forum to be held during the week  ' K& ^9 w* q- |3 I6 E8 V* }; O
of campaigning.( j- }. E* K: I1 \/ u/ e

15) Perform other job related duties as required by the Council

QUALIFICATIONS:
/ ~* F' e; k, q* a$ l
6 \& {6 a8 b2 K. V& ]5 g1 i1) Must be an undergrad student registered in at least one (1) course  ) q1 W$ A. @: y& O
for each of the terms of Winter Session and shall be a full Students'  
. r) F2 |3 P( [0 H# BUnion member.' A& o/ C3 [$ @& q7 U  b
/ p- p# D$ n6 R( O- f1 t! U
2) Must have some experience in student elections.
+ _2 m* G0 [1 K% x0 K9 {' t+ j9 m* Q  s* r; x: G
3) Shall not concurrently hold a position on Students' Council, or  ) ~/ u2 {1 _5 x! J, |# f
any of its standing boards, committees, or any other paid position  6 \. b# x0 S0 E6 }; V9 k
with the Students' Union.7 R( {: C% g4 I( _

! w# P2 o' _9 S! T2 v% |4) Willingness and ability to work varying hours.
) {2 A3 A- f: E: V, O/ a
* I0 I$ k1 `4 K8 J5 ~; a+ ^. O1 `2 r2 T5) Excellent project management skills are required.8 k! \/ y0 l, h2 ~9 i) P& g/ e

5) Ability to deal effectively with Students' Union and University  
: w' a* s3 H3 ~* lstaff, students and the general public.
