Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
& W: S* {  g: `6 @- p( f+ Q
Control panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)

+ u' Y# e, o8 T) CA "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

I am desperated! Anyone can advise? Thanks!!
