问一下过户的问题

请问一下汽车可不可以只过户不上牌照，也就是说车在你的名下但是没有牌子不能开，这样的话要办保险去过户吗？谢谢大家

我上次不就是这种情况吗？卖主可以留下原有牌照；买主拿到车后，凭交易单和驾照，到保险公司办好保险后，就可以到registry办理新的牌照了。
