是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

6 f* t- r5 H& P2 \- ~* E5 f5 P3 PU-turns are not permitted in urban areas in the following situations:
: Z& @6 M2 h9 c7 SOn a roadway between intersections.
Where a sign prohibits making a U-turn.
* Q4 S. z% K9 V" o( f" w0 W" ?At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
