A hot water heater problem not electricity problem

, c9 M; A: n, x* l/ n+ {5 W8 `& WHi, I have a hot water heater problem and need opinions. Any comments or clues will be welcome
I tried to fix a leaking problem of hot water from the kitchen faucet. I shut off the inlet main water valve and the valve under the sink. As the water should be completely stopped at this moment. But when I removed the cartridge from the faucet the hot water still runing out of the faucet. Why did this happen and what is the possible cause?

& G- Q$ f3 B! L3 VIf you only want to release the pressure at  hot water tank , you can look at side of the tank and you can find out a valve, that is what you were looking for
