请问申请UA的COMMERCE要多长时间才可以拿OFFER呢

我已被UA的ARTS录取，但是个条件录取就是要在读语言，现在签证受阻。索性不如再考TOEFL，就是不知道10月托福来的及否。。。请指点迷津
