Thank you for expressing your concerns regarding usage-based billing (UBB)
for Internet services.  It is essential that I hear the views of Canadians
: h2 ]$ d/ K' |) v/ z) r; Yon the issues that matter.  Prime Minister Harper and I have been clear
- v8 G( e4 y" p! `7 v# x) Sthat we cannot support imposing a UBB business model on wholesale Internet
service providers.

2 e9 g, Z* r* ~3 a6 WOur government recognizes that the Internet and digital technologies are
9 T% R9 X& s+ U+ xan increasingly important part of everyday life—including driving
) A0 D, G7 [4 Tinnovation, commerce and social interaction. As the government develops
: U' A& X/ d6 j/ q5 p# [Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
8 {5 k3 e2 [) Zinvestment, increasing consumer choice, minimizing regulation and allowing
market forces to prevail.

3 {5 G! Y, f# a" b7 f" N, J8 p: {9 cThe Canadian Radio-television and Telecommunications Commission (CRTC) has
  S& k" b) ^5 w1 ?  b2 P/ e! i  ichosen to examine these concerns that the government shares with a large
+ r1 E# z0 Y6 _3 Knumber of Canadians.  Details of the CRTC consultation are available at

% z8 F) Q, j- Z7 ]When the CRTC reaches a final decision following its consultations, the
government will carefully assess the CRTC position to ensure that it is in
line with the best interests of Canadian consumers and encourages
competition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
