for Internet services. It is essential that I hear the views of Canadians

that we cannot support imposing a UBB business model on wholesale Internet
3 x. f+ Y3 ]# pservice providers.# |: M, p7 G- g% o; u) O$ _
% @0 c6 q5 G K( w) [4 m* j [7 P2 LOur government recognizes that the Internet and digital technologies are7 w% a& N& g7 X+ j
an increasingly important part of everyday life—including driving N) u& n: E h7 m
innovation, commerce and social interaction. As the government develops+ R9 U( E0 B, h/ x R
Canada’s first comprehensive Digital Economy Strategy, we need to look# W: M) l$ a- {! {7 |# g
carefully at how issues like UBB affect the big picture. We will be
* t# o( p% i0 J' Rguided by our long-standing policies of encouraging competition and" v& v7 S5 I8 a( n; `$ k, L4 ^
investment, increasing consumer choice, minimizing regulation and allowing& o( L/ A8 o$ p% z4 {
market forces to prevail.
' e% D9 S& K6 _$ Z# o* L" H/ H: a' Q4 Q m O8 a
The Canadian Radio-television and Telecommunications Commission (CRTC) has3 \- F. B3 q8 X* h% t! |5 r: @/ b4 F
chosen to examine these concerns that the government shares with a large
+ D! i y0 l4 `number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
8 Q/ k8 F0 m7 }1 s! ^! O2 Agovernment will carefully assess the CRTC position to ensure that it is in
- d$ ~' m- L3 N; | pline with the best interests of Canadian consumers and encourages
$ ?5 \! M+ n' j+ P" fcompetition among internet service providers. I will be recommending that$ ^: E+ S2 m3 Z1 P3 p# p* ^ Y
any decision counter to these foundational principles be reversed.
