on the issues that matter.  Prime Minister Harper and I have been clear
that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are
! Z. t+ ?( |% p# S  m( O+ H% K; W9 ian increasingly important part of everyday life—including driving
3 e! y8 ^# k4 B+ N0 yinnovation, commerce and social interaction. As the government develops
Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
* w# _4 W1 D5 X: K8 X. _guided by our long-standing policies of encouraging competition and
; V) J5 q# \$ u8 dinvestment, increasing consumer choice, minimizing regulation and allowing
2 q6 A! ^1 i0 o" R2 o2 m6 }/ vmarket forces to prevail.

7 b- A1 s# D, s, N9 E. J  \The Canadian Radio-television and Telecommunications Commission (CRTC) has
chosen to examine these concerns that the government shares with a large
, p6 G! T4 l7 Znumber of Canadians.  Details of the CRTC consultation are available at

' N9 N  L- j1 `. N7 {* AWhen the CRTC reaches a final decision following its consultations, the

! q) O- U  u+ J9 Z& Jline with the best interests of Canadian consumers and encourages
competition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
