that we cannot support imposing a UBB business model on wholesale Internet$ {% S0 n6 t4 k6 a
service providers.

Our government recognizes that the Internet and digital technologies are
8 n1 |( R3 {: x, l; S+ g" x6 Ran increasingly important part of everyday life—including driving3 m' n" Z% q: _8 f& G) \
innovation, commerce and social interaction. As the government develops& M5 A0 R' T3 {- R
Canada’s first comprehensive Digital Economy Strategy, we need to look
$ ]" ?0 r; v6 E' W0 \* kcarefully at how issues like UBB affect the big picture. We will be! }: v6 `7 s! T4 w& M, _
guided by our long-standing policies of encouraging competition and: D1 c$ c2 F7 k
investment, increasing consumer choice, minimizing regulation and allowing
0 g: y! |3 B* d6 C9 x6 t/ smarket forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has
/ A, o0 S% h+ p; H2 O2 fchosen to examine these concerns that the government shares with a large
* T4 C8 B. p% u+ x/ v2 Nnumber of Canadians. Details of the CRTC consultation are available at" ~$ u, w$ m9 U% Q+ p) [0 U' F

government will carefully assess the CRTC position to ensure that it is in
3 f: g1 y) n. i" c. m! J, s- l6 ?line with the best interests of Canadian consumers and encourages
3 t* a. U1 R9 ccompetition among internet service providers. I will be recommending that. K' b$ }4 a2 Y3 ^
any decision counter to these foundational principles be reversed.9 Z; t# j3 L w, E8 o2 J
