who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

8 B6 E4 ?* m% q7 w% M$ _3 t•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
" X4 v5 W& _: s# |2 P' {•meet certain other conditions
没有明确提到是给已经申请移民的人。
