May be is the rough in for future solar enegry panel on the roof, that's why it is near the electrical panel. I have similar one in my basement and indicated as solar rough in on my blue print.

the latest update, just confirmed with builder (i didn't expect their reply though):

$ j& \( }% ^0 _8 ~a conduit to the attic. can be run wire for a satellite dish or solar panels.
