To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.$ ]! ]& a3 `+ Q* _& y. T. C9 ~

If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer.
