这个预备会议会在明年1月有新决定。但公布的消息， 是证实石油枯竭：
: q4 R# [8 P) v) VIn May, Opec and non-Opec members agreed to extend production cuts of 1.8m barrels per day for a period of nine months until March 2018 but rising production from the U.S., Nigeria and Libya has undermined the oil cartel’s efforts to curb excess supply.

V. f6 U! c. c) GThe committee issued a bullish outlook on compliance, however, highlighting that oil producing nations participating in the global accord to cut output reached record monthly compliance. Opec and non-opec compliance with the deal to curb output rose to 116% in August, the committee said, a strong increase from the 94% compliance achieved a month ago.

注意， 这个29万桶是自愿减产，或者说是自然减产。

OPEC 公布的数据，是8月份减产7.9万桶。这样就可以求出非OPEC减产数量是29-7.9=21万桶。

9 @3 A3 ~6 T; Q+ h& I4 J' ?OPEC产量3千6百万桶，而俄罗斯1千万桶，再加上其它非OPEC国家一千万桶左右，总共约5千万桶，占全球产量的约70%。
- N# z/ W9 S6 C6 T) q1 e' |" N! m所以跟进每月的数据， 就知道年底OPEC 与非OPEC 会减产多少。相信是不会少于1.8百万桶，因为现在已经减产2.09百万桶了， 还有4个月， 再减产1百万桶是可能了。

除了美国原油库存，还有全球原油库存。全球库存的情况，是这样的
He said there were a "number of positives" in the market, including stock levels in industrialised OECD states in August that were 170 million barrels above the five-year average, down from 340 million barrels in January.
" M3 ^' t" x' ^年初是有3亿4千万桶高于五年平均值，但现在只有1亿7千万桶高于五年平均值。8个月，全球原油库存下降了1亿7千万桶。

所以全球陆地上的石油枯竭，正在揭开其面纱。
3 E# _- {- c: a0 v石油组织说好是减产1.8百万桶，但8月份实际减产2.09百万桶。这个数据只能用石油枯竭来解释， 就是放开手脚，它们都无法达到今年初的产量。而且这个减产是OPEC 7.9万桶，非OPEC2万桶。不论OPEC的沙特， 伊拉克，还是俄罗斯等非OPEC, 枯竭是无一幸免。

再看美国钻井数，很不幸， 上周又跌了一台。
9 j5 F5 i- g& F2 e! Q! n$ _美国钻井数量在前五周已经有4周跌了，产量后劲就不足。看来美国要突破9.7百万桶的记录，难度是不少。

美国产量上不去， 是推动油价上升的主要动力之一。
