Let me be absolutely clear on a couple of key points: we must respect the principles of the Canada Health Act; we must not adopt a US style health care system; and, all Albertans will have access to health care regardless of their ability to pay. % n/ k6 Y7 S }( w$ B

$ t9 ^2 V& D: q7 c- v0 ]4 P nFirst, we have to strengthen and reinforce our publicly funded health system for the future. I have looked at health systems all over the world, and the best have a strong, sustainable public system at their core.

How do we make our system better? It’s not how much you spend on health care, but rather how well you spend it. We need to focus on reducing wait times, improving access to care and improving patients’ results from therapies and treatments.

Second, we need to tackle the priorities that matter most to Albertans. I hear about these health care priorities every day as I listen to your input.8 S9 l! v! w" @- o* p; D: `
6 J7 c. a* M) u0 E8 k' B5 fWhen I was Minister of Health, I established primary care networks to bring integrated, accessible care closer to people and their families. Now, it’s time to guarantee every Albertan access to team-based primary care networks in their communities.# H) ?- O$ o9 A3 m/ o: E5 Z
; d1 \, A) M0 V% oI will bring adequate resources to bear on mental health, together with communities and families.
+ z/ c. H% H% [2 y' e, [' g, X4 {! t ) q1 k$ m8 m% p8 V( s) e L, K" C
I will ensure continuing care is fixed. That means setting standards of care and ensuring they are met. It means ensuring seniors have a warm, safe place to live with nutritious food and the level of care they need – whether in their home, in assisted living or in long term care. That means we need to support home care options even more and increase the number of long-term care living spaces.! L8 I7 N9 D2 X" r

Third – and this is the part that some people don’t want to discuss – we need to take a more deliberate, proactive and thoughtful approach to determining the future for our health system.. n: X2 z E- f9 Z3 w M0 w

We need to engage Albertans in a dialogue regarding the provision of a wider range of facilities for the delivery of insured service and allowing more innovative approaches to providing care. We need to discuss how we can achieve a more patient-focused system that encourages health care services to be provided by the most efficient and effective health care provider and facility. Plus, we need to talk openly about what other provinces and countries are doing to improve accessibility to health care services. R' B* i- J8 `3 b) q' ~$ g

How do we make our public system better? How do we position it for the future? I want us to discuss these questions opening and frankly together – in our party, in communities, at the kitchen table, in the legislature. We need to embrace discussion, not hide our collective head in the sand.
