haha, i do pay the tips when i live/travel in "tipping" areas, thanks for the reminder.

the point i wanted to make in this discussion is that tipping is a common sense, but just a common sense. 5 `& R1 ^% C# C- H2 k: O& ]
There's no law/regulation that you can force people to tip, even if they may be considered rude for not tipping.
