问个技术问题：
如果没人达到50%+1，就会把第三名的选票的第二选项加进来，但问题是，第三名的选票中可能有一些没有第二选项，这样就有可能出现：加完第三名的选票的第二选项后，还是没有人达到50%+1，怎么办？
