A good guess, but I think he/she turned away the offer of the 22500. We can know what the meaning is if we have more information

辽宁哥们买车吧，给了车主低于22500的价格比如说20000，车主的意思是说我昨天有个22500的offer我都没卖，别说你给的价了。

建议别听他的，继续砍价，或者多给一点，估计22000-23000差不多。
