銀行倒閉,FDIC告急 2009-03-05 07:27:16

+ `! g# b5 B$ L" B! |　　美國聯邦存款保險公司(FDIC)董事長拜爾說，由於倒閉銀行愈來愈多，今年美國存保基金恐出現入不敷出的窘境。

3 b9 M& k& k1 d5 F　　FDIC上周通過將對存款機構收取一次性的“緊急手續費”並調高其他存款保費，以重建銀行倒閉時用來償還存款達25萬美元顧客的基金。

) ^- c& \. m( T& c3 y$ K　　但這項決定遭到美國許多社區銀行強烈反彈，打算聯手寄出5,000封信塞爆FDIC以示抗議。

　　美國獨立社區銀行家協會(ICBA)會長范恩3日受訪時說，緊急手續費可能侵蝕銀行今年五成甚至百分之百的獲利。

　　拜爾3月2日在回應銀行業抗議聲浪的信中表示，由於經濟“急速惡化”，從現在到2010年底，還會有“為數龐大”的銀行倒閉。

　　她說：“如果沒有這些新保費營收，美國存保基金今年就可能破產。要是存保公司短期內沒有額外的保費收入，目前的預測指出，存保基金的餘額將降至零或變成負數。”

　　去年25家美國銀行倒閉導致存保基金大失血。截至去年第四季，FDIC的存保基金餘額已由前年同期的346億美元大幅萎縮至189億美元。

6 g2 p/ }3 x) ?. i　　FDIC預估新增保費今年可望為存保基金挹注270億美元。

　　拜爾說：“FDIC知道額外的保費對銀行來說是龐大的開支，尤其是在金融危機和經濟衰退這段銀行獲利飽受壓力的期間，我們不願在金融業和經濟掙扎求生之際，增添銀行的壓力，但在遍尋替代方案後，我們發現別無他法。”

　　范恩說，FDIC應該把新增費用的重擔放在導致金融業落難的大型銀行身上，“社區銀行感覺他們在為華爾街的無能和貪婪擦屁股。”

　　也有人認為FDIC若要重建存保基金應該向政府求助，FDIC有權動用財政部300億美元的信用額度，但拜爾拒絕這麼做，她說：“為這項系統提供資金的應該是銀行，而非納稅人。要是向政府求援，形同所有銀行都接受紓困。”
