Education requirements and points for Immigrant to Canada

After reading Citizenship and Immigration Canada Home Website about the Education requirements and points, I am not sure how many points for the people with bachelor university degree (4years) and total 18 years of full-time or full-time equivalent study in China.

22 or 20 points? Can you tell me?
