International Student in USA with Chinese Passport wants to come to Canada for Visiting

1 R8 j8 A: t! U% a" @- e+ OMy sister is studying in USA with student visa and Chinese passport, and she would like to visit me in Canada. Is it difficult to get a Canadian visa without being with 旅行团? It is much appreciated if anyone can let me know the processes.
