M5 T; t: L8 J- p) LThe Appeals Commission for Alberta Workers’ enjoyedmontonnder the Workers' Compensation Act as a final level of appeal for workers' compensation matters in the Province of Alberta. The Chief Appeals Commissioner reports directly to the Minister of Employment and Immigration within the Alberta government. The Appeals Commission reviews first level appeal decisions issued by the Alberta Workers’ Compensation Board (WCB) review body. The decision making of the Appeals Commission is independent from the WCB. The mission of the Appeals Commission is "to provide a timely, fair and independent appeals process consistent with legislation, policy and the principles of natural justice".
- {7 p1 l' y5 a/ T4 ]An appeal is comprised of one or more issues. The types of issues heard by the Appeals Commission include:

• duration of a worker’s entitlement to benefits;

Persons may only submit an appeal to the Appeals Commission after they have received a written decision from the WCB. The appeal submission must be within one year from the date of the WCB review body decision.2 X1 k/ x! v, k5 K9 P* O% E

The scope of the project is to implement an automated, integrated Solution to meet the core business functionality required for the processing of appeals within the Appeals Commission for Alberta Workers’ Compensation./ |) N* X2 X& }. \4 |; c
+ |8 }9 Q0 { d1 a' r, O- u FThere are related project documents (within the RFP section 3.1.10) which contain information which may assist you to scale the implementation project size, effort and costs.7 j- E* @% U: H. d: y6 w" S Y

In addition, the project will also address the shortcomings of the existing automated supports by providing required functionality in the following areas:! F3 l2 v( d' @$ {/ {2 k, j2 H( y

• Electronic Document Management for the Appeals Document Package (ADP);/ }4 K; j; V" d2 a
• Integrated Scheduling of Appeal Hearings;

• Electronic Correspondence Capability.; ^) s! E# u7 c1 G
- c# z8 [0 W+ eThe scope also includes the transition of historic information (data conversion) from the existing Appeals Management System (AMS) and the creation of automated data interfaces (extracts and imports) from WCB data sources. The extent and nature of the data conversion and system interfaces will be defined to meet business requirements and approved by a cost / benefit decision from the project steering committee. As part of the implementation project, WCB is to provide the necessary technical resources to assist in the historical AMS data conversion and development of the required system interfaces.

UThe project vendor will also include the creation of all necessary business transition processes, assist in the privacy impact assessment, staff training, user guides, system documentation, and implementation of all required technical support environments (test, production, training). |
