Does anybody know what the "Certificate of Substantial Performance" (see below) is for?  My builder asked us to sign off this document before they can release the key for my new house. Thanks in advance.

"2. That the undersigned is of the opinion that the contract described herein has been substantially performed in accordance with the requirements of the Builders' Lien Act (Alberta) in that the work under the contract/sub-contract, or a substantial part of it, is ready for use or is being used for the purpose intended and the work remaining to be done under the contract/sub-contract is capable of completion or correction at a most of not more than (3%) of the conract price"
