My question is which of the following two interpretations is correct?

1. The progress will be evaluated on completion of Fall studies (First year student)3 e' u" z* b/ Z- b+ @0 m2 i
2. The progress will NOT be evaluated UNTIL completion of both Fall and Winter terms?; E3 c3 D. K9 W
