My question is which of the following two interpretations is correct?

1. The progress will be evaluated on completion of Fall studies (First year student)/ |$ [" E$ i/ j$ Y5 _
2. The progress will NOT be evaluated UNTIL completion of both Fall and Winter terms?3 d& ~4 |3 g- U: ?6 C) ]( Y
