LINC在爱省的免费学习时间长度为1200小时，参加者的要求可以参见联邦的规定：
* H3 p6 E& n3 z0 G, H  E8 hEligible clients are limited to:
6 z3 c, o. o, ?& a$ F, S, Y# ~" d•        Permanent Residents of Canada who have not become Canadian citizens;
* w; k1 M. t7 ^2 Y' j9 q•        Protected persons as defined in Section 95 of the Immigration and Refugee Protection Act (IRPA);
5 z4 E) M9 T- H1 H9 p; k•        Individuals who have been selected, in Canada or overseas, to become permanent residents pending completion of medical, security and criminal verification statutory requirements, and who have been informed, by a letter from Citizenship and Immigration Canada;
•        Convention refugees and protected persons overseas who have been selected for resettlement in Canada by Citizenship and immigration Canada;
4 A4 v; p' a9 q7 L+ n; n8 [•        Live-in Caregivers
o        Applicants overseas who have been informed, by a letter of confirmation from Citizenship and Immigration Canada, of the approval of their temporary work permit are eligible to receive services under the Canadian Orientation Abroad (COA) initiative,
o        Applicants in Canada and in possession of a temporary work permit issued under the Live-in Caregiver Program are eligible for all settlement services with the exception of language training.

并不是低收入家庭的福利，而是为非公民的长期居留者提供的免费英语学习机会。政府是希望大家的英语都能顶呱呱，这样就好找工作，多挣钱多纳税。
