公寓房间温度只有15摄氏度，管理人员说没办法，这样合法吗？

租住在公寓的三楼（顶层），房间温度调到最大也只有15度，打电话给公寓管理办公室，他们的维修工说我们的供暖水管是暖的，他们没有别的可以做的了，让我们穿上毛衣，自己买暖炉，自己给窗加保暖，请问这样可恶的房东的做法合法吗？还有别的申诉办法吗？

法律规定：房间内在任何时候都应可以达到21度。也就是说，如果房间温控器设定21度，室温必须能达到21度。好多公寓夏天Furnace也开着，就是因为夏天的气温也常常低于21度，而法律规定是一年的任何时候都要可以达到21度。

你可以发文给房东，告知他们现在是违法的。要求他们在24小时内提供采暖，由此产生的一切后果由他们承担。如果他们不理，你可以去仲裁减免房租。

虽然加拿大是所谓的法律国家，但是法律不能解决所有的事情。若是楼主按照这个法律规定的做法，manager一般会直接告诉你，你可以搬走了。这样做的前提是，楼主要做好可以搬走的准备。若你觉得房租便宜或者交通方便等不打算搬走，比较可行的办法是要求manager提供电加热器，或者更好的是油汀，可以轻松维持在20度以上。

据我所知，不完全如你说的。好像各省有各省自己的规定，且略有不同，有的还对不同时间段，有不同的要求。或哪位勤快点，给查查。

我就是觉得他们能这么唐而皇之的要我自己解决很过分，像他们一点也不负任何责任似的，也很想尽快搬走，可是这个冬天搬家也太恐怖了，当初为了小孩进那所著名的W小学，不知道三楼是这样糟糕，（一二楼暖和很多），希望同胞们租房的时候留个心眼。

谢谢楼上各位的关注与信息，要与他们较劲，需要很多精力，实在是耗不起，只有吃吃哑巴亏了，什么事情都是有代价的，就当是不如意的经历吧，15度和16度的差别也不太大，看来只有继续发挥忍功了，就是告诫要租旧公寓的朋友们要小心了。

6 G' l- D8 k! d; j9 y' R规定是在室外气温零下三十二度以下时室内也要16度以上。现在Edmonton气温零下十几度你的室温就15度了，等一二月份零下四十度的时候，你的室内就结冰了！这事不能忍。你花半个小时给房东写封信这事就能基本解决。至少要让房东提供电暖气并付电费。他们就是欺付移民胆小怕事。

Did you check if the system is on?
5 Z2 u' G$ m2 z (water heating system usually accumulates air. As a result, hot water can not go through, esp. on the top floor). I had the same problem when I lived on the top floor in a building near Oliver square.

他们的维修工也检查了，也换了一个所谓的部件，同时也把温度拨到30度，水管是暖的，可是就是不足以把房间温度升高，于是他跟办公室说他们已经没办法了，办公室人员就义正严词的说是我们自己解决的事了。

英文名叫oil filled heater,实际是用电的，我的有个小房间120 sf 打开它半小时就暖和起来，然后我把档位定在最小档，就能一直很暖和，甚至有时太热，不得不关掉。 然后我睡觉时肯定是关掉的。

8 w: \# \7 Q% V另外，睡觉的毯子被子，可以换成带绒的棉毯，或者fleece的，非常柔软，暖和。
