who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

6 O3 B7 Q9 `5 Y5 h: V2 z# |/ j•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
: M- A( ]$ V* I8 s( J•be found admissible to Canada; and
1 [" \- V% u# t7 e- ^•meet certain other conditions
没有明确提到是给已经申请移民的人。
