请教个PPR寄信和时间限制的问题

昨天6号GF收到电子邮件PPR，邮件中称述如下：

We recommend that you submit your passport(s) within the next 15 days to the Consulate General of Canada in Buffalo.  You are required to submit your passport(s) within the next 30 days.

但下面的instructions for passport submission里，又有2个option，一个是说如果你的地址在美国，寄bufflo，一个是如果你的地址在加拿大境内，则寄ontiro，那我GF的护照到底是该寄到哪里？

还有个问题是，邮件内写了建议15天内寄出护照，然后要求必须30天内寄，但16-30我们已经买了机票回国，31号回来离今天25天，回来后再寄出去应该没事吧？还应该是在30天范围内是不？

建议一：寄出护照，地址写朋友的，让朋友代收。
建议二：你的file在哪里，把护照寄到哪里。。既然你写了地址在加拿大境内，那当然是寄Ottawa。

最怕就是这个了.......我也是月底回国。 你的PPR有消息吗？
