温莎大学委托某Agent替他们招收国际学生，这种情况正常吗？

大家有知道温莎大学在加拿大的排名吗？觉得这种做法不正规似的。

A university with Law school and nursing school. I graduated from business school. Pretty strong on their engineering departments.
