These are what I knew.
1) An Alberta driver's license is normally a must have to buy auto insurance in Alberta.
7 ~! i4 i" q7 ^$ ^2) Auto insurance in Alberta and out of province vehicle inspection certificate are must have to obtain an Alberta vehicle plate.
7 U+ n3 N' ^( ?# _: `/ O3) A request form of out of province vehicle inspection, which can be obtained from a registry agent at about $9, has to be presented when the car is brought to an inspection agent.

So I guess the right order is
- w2 N, l0 U6 [7 i( R, {1) Change the driver's license to Alberta. (you have done it)
2) Get the insurance in Alberta.

4) Obtain the plate.
