do I have to apply city permit for relocating the door?

0 D) l8 m, i& s2 J- G0 S. zdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
