do I have to apply city permit for relocating the door?

Hi,
7 m/ K! i7 ]% m9 P1 l* z0 z9 ^- ~! Ldoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
