do I have to apply city permit for relocating the door?

; @. W5 X9 s9 }0 V9 P" _& ~& _does anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
